Kwara Governor Presents N540 Billion 2025 Budget, Prioritizing Works, Housing, and Education

Governor Abdulrahman Abdulrazaq of Kwara State on Friday presented the 2025 appropriation bill, valued at ₦540,368,119,765, to the State House of Assembly. The budget emphasizes completing ongoing projects, initiating new ones, and enhancing social protections for residents.

The proposed budget allocates 62.1% to capital expenditure and 37.9% to recurrent expenditure. Governor Abdulrazaq noted that the projections are based on oil prices of $75 per barrel, daily oil production of 2.06 million barrels, and a 6.4% GDP growth rate. Funding sources include 48.1% from FAAC receipts and 51.9% from the opening balance (₦62 billion), IGR, and other capital receipts.

Key Sector Allocations

• Social Sector: 32.50% of the budget focuses on education and health, with allocations of 16.2% and 10.56%, respectively. This includes funding for the establishment of a new University of Education and strengthening existing institutions.
• Works and Transport: 17.51% is earmarked for road construction and maintenance.
• Housing and Infrastructure: Projects include the construction of 250 units of mass housing, development of inner roads in a planned Smart City, and completion of a multi-storey Court House.

Major Projects
Governor Abdulrazaq emphasized the prioritization of the Offa and Lafiagi stadia, the development of new roads across Kwara South, North, and Central, and the upgrade and completion of the Metropolitan Square in Ilorin.

Budget Impact
The governor highlighted that the 2025 budget reflects his administration’s commitment to delivering on promises. He noted the success of the 2024 budget, which brought advancements in infrastructure, healthcare, education, and social protection.

Legislative Response
Speaker of the House, Yakubu Danladi-Salihu, commended the governor’s focus on transparency and fiscal discipline. He assured the Assembly’s readiness for a swift yet thorough review of the budget proposal, adding that previous investments in counterpart funding had strengthened the state’s standing in education, health, and agriculture.

“As legislators, we will immediately begin reviewing the document and engage heads of ministries, departments, and agencies during the defense sessions,” Danladi-Salihu stated.

The proposed budget sets a progressive trajectory for Kwara State, addressing critical needs while laying a foundation for long-term development.
